MingleHarte Elementary School’s custodian, Mingle Kwock, was named Classified Employee of the Year at the recent Ice Cream Social in honor of Classified Employee Week.

Kwock began working full-time as custodian at Harte nearly 10 years ago after substituting in the job occasionally and developing a high regard for his co-workers.

“I like the people there.  We have a lot of hard-working people,” Kwock said just after the announcement, adding, “this feels good, but I’m overwhelmed right now.  I don’t know what to say.”

A man of few words, Kwock succinctly explained why he strives for excellence each day at Harte.

“It’s just my nature,” he said.  “I work.”

Mr. T small photoThe majority of the Bret Harte instructional program is supported by funds that come from the state.  These funds are used for teacher and support staff salaries, textbooks, building maintenance, classroom furniture, textbooks, breakfast and lunch programs, etc.  Another important funding source for our school is through categorical programs.  Categorical programs are programs that supply funds that we use to supplement our school program.

 Harte currently receives categorical funds from three separate programs.  We get an allocation of funds from a federal government program called “Title I”, and two separate allocations from state programs: School Library Improvement Grant (SLIG) and a program which supports the academic success of English Language Learners - Economic Impact Aide: Limited English Proficiency (EIA-LEP).  Together, these programs supply funds that we use to supplement our instructional program. 

 Our Reading and Math Intervention Specialists are also funded from categorical funds.  These teachers work with small groups of students (4 to 7), to support and reinforce the instruction they receive in the classroom while also giving them additional instruction in the skills in which they are having trouble.  Again, the student teacher ratio is much smaller, allowing for more individual instructional time with these students. 

 In addition to the support personnel we fund from our categorical funds, this year we have also added two English Learner Specialists. These two individuals, who are funded from the District level, work with identified EL students in 4th and 5th grade to enhance English language development, improve reading levels and reduce class sizes in those two grades during the Literacy block.

 Categorical program funding is a large part of Harte’s instructional program.  Our efforts to increase student achievement over the past years have been successful through use of these resources.  Because of them, we have been able to develop and implement programs that help our students attain academic success.
